So on 29 Sept, the govt announced a series of cooling measures. During my around 6 years in the real estate industry, I would say this is cooling measure 3.5 and I have given a video sharing on two of them before 15 Dec 2021 - https://youtu.be/J4zFq_Low18, 5 July 2018 - https://youtu.be/yXYlmZ5SX5w). The details of this round of cooling measure can be seen in my last post. <br /><br />So for this video, I will segmentize my sharing into three portions - The purpose, direct impact, and potential side effects.<br /><br />Purpose:<br />1. The adjustment of the stress test (ie borrowing limit for both HDB as well as total debt servicing) is to ensure prudency both practically n sentimentally not just for housing but overall borrowing. It was not unexpected and in fact, the stress test could be adjusted should interest rate continued to rise. <br /><br />2. The second purpose is to control the rising resale HDB prices - especially those big and blockbuster units. Per their data collected during resale application), they would have realised that majority of the record-breaking HDB resale transaction came from private property owners who have deep pockets and willing to offer high price to secure their home.<br />Impact:1. For the purpose of prudency, per MAS data and for most if not all of my clients, most consumers do not max out their loan limit. It is a clear sign that MAS will want to continue to emphasize prudency. So the impact could just be on sentiment than anything else across the property market<br />2. For the purpose of HDB resale prices, it could really put a halt on the blockbuster record-setting price - especially for those bigger HDB units. and importantly, if the desired intent isn't met, we can almost be certain more measures will be implemented<br />Side Effect:1. if condo owners decided that they would bite the bullets to right size, sell their condo and rent for 15 mths, this will bring the already high rental market to an even higher price.2. a higher demand to the alternative - resale EC<br />3. a rise in 4-bedder HDB prices - if the right-sizing above the age 55 decided to go for it. <br />4. If demand (from home dwellers) remains and a drop in supply from the right-sizing home dwellers from condo who have decided to take their unit off the market, prices especially for own stay private resale prices might go up<br /><br />Any property decision needs to be well informed and planned out especially in an enviroment of high inflation/interest as well as geopolitical situation. Importantly, you would also want to ensure that your family has a place to stay and be comfortable. Drop me a note should you like to speak.
Property Cooling Measure 29 Sep 2022 - Purpose, Impact and side effects
Essentially the intention is not as a cooling measure but it bound to have a cooling effect on the property market where sentiment plays an important part. <br />Having said that, as highlighted by the Minister, the absolute amount is relatively low (see the attached photo) for mass-market residential property. <br />Singaporeans usually adopt a wait and see attitude especially when the cooling measures were just implemented 2 mths ago. <br />So I do expect Sale transaction volume to be low. However, with a bullish rental market now, some landlord might also use this change as a reason to increase rental to pass the cost down to the tenant. <br />In any case, your property plans and decisions be highly customised and tailored to your priorities and financial condition. 𝗠𝗬 𝗣𝗘𝗥𝗦𝗢𝗡𝗔𝗟 𝗔𝗡𝗔𝗟𝗬𝗦𝗜𝗦 𝗧𝗔𝗞𝗘 𝗢𝗡 𝗧𝗛𝗘 𝗖𝗢𝗢𝗟𝗜𝗡𝗚 𝗠𝗘𝗔𝗦𝗨𝗥𝗘𝗦<br />First and foremost, the property market is driven by sentiments. As such, the cooling measures will have this impact across all segments of the market - likely this will pull the brakes of rising prices especially so in the resale private and HDB segment. Now let me break down the various measures and its specific impact. <br />𝐀𝐁𝐒𝐃 𝐢𝐧𝐜𝐫𝐞𝐦𝐞𝐧𝐭:<br />Developers - 30% to 40%. Developer will be cautious in land bid/enbloc.Here we see the govt pulling the brakes on the Enbloc before the fever began. There might still have enbloc happening if seller price it reasonability and at areas that are perceived to be of lower risk for them. Blockbuster big scale enbloc closer to 1billion very unlikely to happen.<br />SC and PR - no changes; most have not been paying the previous ABSD rate anyway. This change just enforce investors to continue to use decoupling/buying under trust over paying the ABSD. <br />Foreigners - 20% to 30% - Luxury market where foreign buyers takes up more than 1/3 of the buyers will be impacted greatly in the short term. However this group of buyers buy with very different purposes. I do see things stabilising mid to long term.<br />𝐓𝐃𝐒𝐑 𝐜𝐡𝐚𝐧𝐠𝐞𝐬:<br />Rarely I see family/own stay buyers max out their TDSR. Main impact will be those upper middle income household who decoupled, aiming buying an investment property via loan while on a significantly much lower income than their partners - resulting in them not able to stretch their budget for the purchase further. <br />𝐇𝐃𝐁 𝐜𝐡𝐚𝐧𝐠𝐞𝐬:<br />Again more of sentiments than anything else. At the moment, the downpayment for the HDB loan can be both cash and/or CPF. Most buyers are either paying more than the stipulated downpayment using their CPF. <br />𝐒𝐔𝐌𝐌𝐀𝐑𝐘: <br />In short, this round of cooling measures will not too drastically affect prudent/family buyers while sellers might need to adjust their price expectation especially if they are looking at selling way above market rates. Keep calm and speak to me further on specific market plans. Rem there is never a one-size fits all solution but one that is customised to you and your family needs.
